Aid Application Registration (RPA) – Productive Innovation (Other Territories)
Overview
Investment incentives have played a significant role in recent years in strengthening the competitiveness of Portuguese companies and supporting the financing of the national economy. By fostering innovation, value creation and a focus on tradable goods and services, these instruments have contributed to the effective upgrading of companies’ positioning within international value chains.

Eligible Expenditure
– Tangible assets, including the acquisition of machinery and equipment, costs directly attributable to placing them in the required location and operating conditions, as well as IT equipment, including the software necessary for its operation;
– Intangible assets, including technology transfer through the acquisition of national and international patent rights, licences, non-patented technical knowledge, and standard software or software developed for a specific purpose;
– Other investment-related costs, including costs associated with certified accountants or statutory auditors for the validation of expenditure in payment requests; engineering services; studies, diagnostics and audits; studies or reports assessing alignment with the “Do No Significant Harm” (DNSH) principle; marketing plans; and architectural and engineering projects and services.
For operations in the tourism and industrial sectors, and in duly justified cases related to the innovative activity embedded in the operation, the construction of buildings, refurbishment works and other construction activities may also be eligible.
For tourism sector operations, and in duly justified cases related to the exercise of the respective tourism activity, rolling stock constituting the tourism activity itself may be eligible, provided that it is directly related to the activity and not powered by fossil fuels.
Eligible Actions
Support may be granted to innovative operations resulting in the production of tradable and internationalisable goods and services, with high added value and a strong level of national content, falling under one of the following action types:
- Creation of a new establishment or diversification of the activity of an existing establishment;
- Increase in the production capacity of an existing establishment;
- Diversification of production into products not previously produced at the establishment;
- Fundamental change in the overall production process of an existing establishment.
Beneficiaries and Geographical Scope
Eligible beneficiaries under this incentive scheme are micro, small and medium-sized enterprises (SMEs) located in mainland Portugal, within the NUTS II regions of Norte, Centro, Lisboa, Alentejo and Algarve, excluding low-density territories.
