Business R&D Incentive System – Individual and Co-promotion Projects
Overview
Knowledge and innovation are key drivers of economic growth, contributing to countries’ external competitiveness. Beyond their direct effects, they generate positive spillovers across sectors and companies through knowledge diffusion and technology transfer.
É fundamental continuar a promover o investimento em I&D e a estimular a sua valorização económica, promovendo a sua transferência para o tecido produtivo, através do reforço da articulação entre as empresas e as entidades não empresariais do sistema de investigação e inovação (ENESII), aspeto determinante tendo em conta a própria estrutura do tecido produtivo nacional.
Com a mobilização desta tipologia de projetos pretende-se:
– O reforço da intensidade de I&D&I no tecido empresarial e da sua valorização para novos processos de produção, produtos e serviços ou a melhoria significativa (processos de inovação) dos existentes;
– O incremento da colaboração entre empresas e entre estas e as ENESII.
Eligible Actions
Eligible operations must include Industrial Research and/or Experimental Development, aimed at:, com vista a:
- The creation of new products, processes, or services;
- The introduction of significant improvements to existing products, processes, or services.

Eligible Expenditure
Eligible expenses will be financed exclusively through the simplified cost methodology, simplified cost methodologyunder a unit cost scheme (unit cost per FTE – full-time equivalent).
For projects funded under the Northern Regional Program, with regard to personnel costs (including technical staff, grant holders, or employees under secondment or assignment working remotely), only costs incurred within the Program’s territorial scope (NUTS II North) are considered eligible, based on the place of residence of the staff allocated to the project.
Beneficiaries and Geographical Scope
Micro, small, and medium-sized enterprises (SMEs) as well as small mid-cap companies (small mid-caps), de qualquer natureza e sob qualquer forma jurídica. São ainda beneficiárias, na qualidade de copromotoras, as Entidades não empresariais do sistema de investigação e inovação (ENESII)including those located in the Autonomous Regions of the Azores and Madeira.
This Call applies to the mainland Portugal NUTS II regionsNorth, Center, Lisbon, Alentejo, and Algarvewithout prejudice to the provisions set out in the previous paragraph regarding the Autonomous Regions of the Azores and Madeira.
Nature and Aid Intensity
The base financing rates for companies are up to:
– 50% for Industrial Research;
– 25% for Experimental Development.
Possible uplifts include:
- Company size:I. Up to 10 percentage points for medium-sized companies and up to 20 percentage points for micro and small companies;
- Effective collaboration and wide dissemination of results: up to 15 percentage points, where the conditions set out in the applicable legislation are met;
- Location of the operation: up to 15 percentage points for operations located in Norte, Centro or Alentejo, and up to 5 percentage points for operations located in specific areas identified in the Regional Aid Map.
The maximum aid intensity may not exceed 80%.
The ENESII) entities may benefit from an aid intensity of up to 85%.
