Overview

Within the framework of the Strategic Plan for the Common Agricultural Policy for Portugal (PEPAC Portugal), a Call for Applications has been launched under C.2.1.1 – Agricultural Productive Investment – Modernisationintegrated into Axis C – Rural Development and financed by the European Agricultural Fund for Rural Development (EAFRD).

Eligible applicants include natural or legal persons engaged in agricultural activitysubject to compliance with specific requirements—most notably ownership of an agricultural holding registered in the Land Parcel Identification System (LPIS). Projects must be implemented in mainland Portugal.

This intervention contributes to the following specific objectives:
• Strengthening market orientation and increasing the competitiveness of agricultural holdings;
• Contributing to climate change mitigation and adaptation;
• Promoting employment, economic growth, gender equality—particularly the participation of women in agriculture—social inclusion and local development in rural areas;
• Supporting the modernisation of the sector through the promotion and sharing of knowledge, innovation and digitalisation in agriculture and rural areas.

Eligible Expenditure

Eligible expenditure includes costs incurred from 1 January 2024 onwards, provided that the operation has not been fully completed.

  1. Construction and improvement of immovable property;
  2. Permanent crops and establishment of permanent pastures;
  3. Installation of irrigation systems;.
  4. Acquisition of new machinery and equipment supporting agricultural activity;
  5. IT equipment;
  6. Machinery and equipment for internal transport, boxes and pallets;
  7. Equipment enabling conservation agriculture and precision farming;
  8. Machinery and equipment for agricultural valorisation, including the management of livestock effluents, by-products and waste; reduction of ammonia (NH₃) emissions; renewable energy production; improved energy efficiency; water efficiency and water savings; and reduction of soil degradation and erosion risks;
  9. Machinery and equipment contributing to biodiversity protection, conservation of natural values associated with agricultural systems and improvement of animal welfare;
  10. Fencing required for livestock activities or to ensure the safety of people and animals;
  11. Breeding animals of endangered native breeds;
  12. Intangible investments, including energy efficiency and renewable energy solutions, application software, industrial property, diagnostics, audits, marketing and branding plans, feasibility studies, and architectural and engineering projects associated with the investment;
  13. Preparation and monitoring of the application.

Nature and Aid Intensity

Support is granted in the form of a non-repayable grant, which may take one of the following forms:

  • Unit costs;
  • Reimbursement of eligible costs actually incurred by the beneficiary.

The applicable aid intensities are:

  • 50% for eligible investment up to €500,000;
  • 40% for eligible investment above €500,000 and up to €2,000,000.
    The maximum grant per application is €400,000.
